When a dataset report’s status is set to Locked or it is under embargo, then by default Admins can analyse this data within the Trends Report, but Standard Users will NOT see locked / embargoed content in the report.
Any bespoke Authority Groups you have created (in Users > Groups) with View Locked Reports or View Embargo Reports enabled will see locked / embargoed content in the report.
