Is Juniper a Data Controller or a Data Processor?

Juniper is a Data Controller in relation to its own data relating to employees, customer contracts and billing.  Where Juniper processes data provided by a customer in order to provide contracted services to a customer, the customer is the Data Controller and Juniper is a Data Processor.
